Welcome to the website of the UNAIDS Reference Group on HIV and Human Rights. For your information, this is not a website of the UN Joint Programme on HIV/AIDS (UNAIDS). Rather, it is an independent website of the Reference Group on HIV and Human Rights. The Reference Group was established in 2002 to advise UNAIDS on all matters relating to HIV and human rights. The Reference Group speaks with an independent voice. Thus, its views, including those on this website, do not necessarily reflect the views of the UNAIDS Secretariat or any of the UNAIDS Cosponsors. The UNAIDS Reference Group on HIV and Human Rights advises UNAIDS on how it can strengthen the capacity of governments, civil society and the private sector to protect and promote human rights in relation to HIV, and how it can best operationalize human rights and GIPA (Greater Involvement of People Living with HIV) principles in UNAIDS’ policies and technical support.

Decriminalisation and the end of AIDS: keep the promise, follow the science, and fulfill human rights
The UNAIDS Reference Group on HIV and Human Rights published a statement in the Sexual and Reproductive Health Matters Journal calling for the need to focus on decriminalisation to end AIDS as a public health epidemic by 2030. June 23, 2023
